In fact, Japan was one of the very few non U. S. countries that could produce Phantom IIs under license. Built by Mitsubishi, the subsequent F 4EJ Kai upgrade was delivered to the J. A. S. D. F. in November 1989. It featured updated electronics, including an improved central computer, AN APG 66J pulse Doppler radar and the J
